Who We Are
C. J. Quill & Associates, Inc., is a small, woman- and minority-owned consulting firm serving public and private sector clients. Founded in 1995 by Joy Quill, we offer practical evaluation consulting in the areas of education, health and social services. We also teach an effective writing course that covers the principles promoted in the
Plain Writing Act of 2010. We have worked with government agencies, universities, school districts, and non-profit organizations. Our associates have varied professional backgrounds and different areas of expertise. We often team with other firms to develop proposals and fulfill engagements.
